Is it possible to submit an application through the State Services portal?
One of the most popular services in 2022 is the State Services portal. Citizens can electronically apply for a range of services in various areas of life. For example, in the category you can apply for marriage registration. The procedure is quite simple, does not take much time, and most importantly, there is no need to take time off from work and spend more than one hour queuing outside the registry office.
You can submit an application and select a registration date from anywhere and in any city.
To submit an application, the bride and groom only need to have confirmed accounts on the State Services portal . For this:
- Each of them must register on the website, enter their personal and passport data, SNILS number and indicate their place of residence.
- After registering and completing the verification procedure, you must confirm your account in order to have access to all services on the portal. This can be done, for example, at the MFC (find out more about whether you can apply to the MFC and how to do it here).
- Once a citizen has a verified account, he gains access to all services that are provided in the region of his residence.
Where can I get the registry office details to pay the state fee?
The details for paying the fee must be written correctly. Otherwise, the payment will be sent to the wrong destination. It will be possible to return the funds, but it will take several weeks. Payment information is not the same for all residents of Russia - the code will change depending on the specific institution. Each branch has its own details, according to which the full cost of the service should be paid. You can find them out at the registration stand at a government organization or by reading the information in the receipt issued by the registry office.
Step-by-step instruction
The procedure for submitting an electronic application for registration of family relationships does not require any in-depth computer knowledge. The applicant will need to follow a few simple steps :
- Log in to your personal account on the State Services portal.
- Go to the services section and find the “family and children” category.
- Among the services available in the “family and children” category, select “marriage registration”.
- In the window that opens, where information about the service provided is indicated, select the type of receipt “electronic service”, after which the site will redirect to the page for filling out an application for marriage.
A double application is filled out on the portal. In the first part, the bride/groom, who initiated the application, enters the data, after which it goes to the personal account of the second party to enter the remaining data. - In the first block of the application, enter the personal data of one of the future spouses (full name, date of birth, SNILS, telephone). Information is automatically transferred to the application from your account on the portal.
- In the second block, indicate your passport data; as in the case of your full name, they are automatically transferred from your personal account.
- Indicate your place of residence.
- Select a civil registry office.
- If a solemn ceremony is planned, then you must check the box next to the “ceremonial registration” item. After selecting the registry office department, a calendar will open with available dates for selecting the day of registration.
- You need to choose the right day.
- Indicate information about the presence of a divorced marriage in the past.
- Enter the surname that the applicant will have after the conclusion of the union.
- In the last section you need to enter the SNILS number, date of birth and email address of the other party.
- Click on the “invite” button, after which the invitation will be sent to the second future spouse, and an application will appear in his personal account, in which you must enter the above data.
- After entering all the information, the applicant will have the opportunity to pay the state fee electronically. After payment, you must return to the application page and send it to the registry office.
The completed application is sent to the registry office by the person who acts as the initiator, that is, the person who first filled out the application.

Payment of state duty
The amount of the state fee for registering a marriage union is established by clause 1 of Art. 333.26 of the Tax Code of the Russian Federation. The amount to be paid is 350 rubles, which includes the issuance of a marriage certificate. When submitting an application to the Civil Registry Office through the State Services portal, the state fee is paid on the website.
Payment is a prerequisite for sending the application to the selected civil registry office with the reserved date.
When submitting an electronic application and paying the fee by non-cash method (bank card, electronic wallet), the applicant receives a 30% discount. The amount to be paid will be 245 rubles.
When do you need to pay the state fee for registering a marriage?
Payment must be made before registration - if the registry office does not receive funds, then the marriage process simply will not take place, and you will not receive a certificate of the new status. Therefore, you need to take care of paying the receipt in advance by choosing a payment method that is convenient for you. However, you can not pay immediately - the main thing is that there are several days left before the specified specific date. For them, the payment will have time to arrive at the organization in your city, and employees will process it.
Important! The validity period of the receipt received when paying for marriage registration is unlimited. It can be used for the rest of your life.
How to register a marriage?
Receiving a notification with an invitation to appear at the registry office
After the application form has been filled out by both parties, the state fee has been paid, the submitted application is submitted for consideration to the selected department of the Civil Registry Office. You can track your application in your personal account on the portal .
If everything was done correctly, then within 5 days from the moment the electronic form is sent, the applicant will be sent a message with the date on which the future spouses will have to appear at the registry office with the original documents.
If on the specified day the persons who submitted an application for marriage registration through the State Services portal do not appear at the appointed time, then they lose the day they have reserved for registration. Resubmitting an application will only be possible with a personal visit to the registry office.
Submission of documents to the registry office
After receiving an electronic application from citizens, the registry office sends them a message with the date and time when they must appear with the original documents necessary for the ceremony. Future spouses must have with them :
- identification documents of both parties;
- permission to marry if the bride or groom has not reached the age of majority;
- certificate of dissolution of the previous union, if one of the future spouses has already registered a relationship in the past;
- confirmation of payment of state duty.
The original documents must be submitted to the civil registry office that was selected when submitting the electronic application.
Registration and receipt of certificate
The electronic application form allows future spouses to select the desired date for the ceremony in advance, which allows them to perfectly plan the event and prepare everything without haste. You can submit your application no later than one month before the expected date of marriage . The maximum period can reach 180 days, that is, you can choose the desired date for the ceremony six months in advance.
After successfully booking the desired date and time for registering a family union, the future spouses only have to provide the original documents to confirm their intentions, and on the chosen day visit the registry office for marriage. After the ceremony, the newlyweds receive passports with a corresponding stamp in each of them and a marriage certificate - a document that is an official confirmation of the marital status of both parties.

You can pay using a receipt at various financial and government institutions; all methods are almost identical in their algorithm of actions. Payment methods at bank branches are popular, and this can be a financial institution, and not necessarily just Sberbank. Persons wishing to get married will need their documents, in particular passports. The cashier completes the application, collecting information from the future spouses, and sends the payment to the selected registry office.
Paying state fees via the Internet is a convenient procedure that is carried out around the clock. In this case, a commission may be charged - it is assigned individually. When paying online, be sure to save a printout from the site, which, in case of problems, will serve as proof that you actually paid for the services. You can go to court with the printout by attaching it to the statement of claim.
You can also use the single port of State Services, which provides the opportunity to pay with a 30 percent discount.

Can a marriage be denied, and what should be done in this case?
Marriage registration may be refused for various reasons . The method of filing the application does not matter in this matter. The most common reasons for refusal are:
- non-compliance of the provided documents with legal requirements;
- lack of permission to marry if the bride or groom is under 18 years of age;
- illegal documents when registering a marriage with a foreign citizen.
In addition, the family union will not be registered if the circumstances specified in Art. 14 of the Family Code of the Russian Federation :
- whether the bride or groom has a valid marriage;
- desire to register relationships between close relatives;
- filing an application for marriage registration by the adoptive parent and adopted person;
- one of the future spouses is recognized as an incompetent person with a mental disorder.
If a citizen, when submitting an application for marriage, received a refusal from the authorized body, then first of all he has the right to demand a written justification for such a decision indicating the legal reason.
If a citizen does not agree with the decision of the registry office, then he has the right to file a complaint with higher management, for example, the head of the regional registry office, or file a statement of claim in court to appeal the decision.
Submitting an application for marriage registration electronically greatly simplifies the entire procedure. But it is worth remembering that this form of appeal does not exempt from compliance with the legal requirements that are imposed on applicants. So, if there are circumstances that at the legislative level prohibit citizens from getting married, then such a union will not be registered.
How to pay the state fee at the registry office through the terminal
Payment of state fees through terminals is almost identical in plan to that through an ATM. You must have cash to complete this transaction. The remaining money, including the commission, can then be sent to your bank card number or phone account. Usually, when you enter the appropriate details and your passport data, the terminals automatically write the amount needed to carry out the operation (it appears in the database after the organization’s employees process your application for marriage). But not all terminals have this ability - sometimes the amount must be entered manually. Brief instructions:
- Select the “Payments” category and go to the government tab;
- Click on the desired type of service or enter it separately using the keys on the screen;
- Enter your passport details, details and other required information;
- Transfer funds, confirm the operation using the code sent to your specified phone number;
- Save the receipt issued by the terminal.
