Please note that on the basis of clause 2 of Art. 333.40 of the Tax Code of the Russian Federation, payment of the state fee to the registry office for divorce, marriage, name change, making adjustments to records will not be returned when subsequently:
- state registration of the relevant civil status act did not occur;
- no corrections or changes were made to the records.
For foreigners and stateless persons, no specific features have been established for paying state fees at the registry office. The same procedure and sizes apply according to the Tax Code of the Russian Federation for individuals.

- payment recipient's current account number;
- name of the payee's bank (GU of the Bank of Russia for the relevant federal district);
- BIC;
- KBK;
- OKTMO;
- type of payment: state duty for state registration (indicate the name of the civil status act) in the civil registry office.

How to prove payment
Typically, confirmation of such payment is:
- original or copy of the receipt for payment of the state fee to the registry office with a bank mark (payment in cash);
- data from the State Information System on state and municipal payments (GIS GMP);
- a printed receipt for online payment;
- receipt for payment of state duty through a bank terminal.
At the same time, formally, the Civil Registry Office (Wedding Palace) does not have the right (!) to demand from the applicant a form for payment of the state fee to the Civil Registry Office, executed by the bank. This is prohibited by clause 27 of the Administrative Regulations, which were approved by Order of the Ministry of Justice of Russia dated December 29, 2017 No. 298.
In this case, the registry office independently verifies the fact of payment through the Ministry of Justice. The inspection period is 5 working days.
