Starting a family is always a joyful event. However, sad as it may be, according to statistics, today every second marriage in Russia breaks up. In view of this, the legal category of “divorce” has entered the everyday life of Russian citizens, which, in turn, inevitably entails not only emotional turmoil for the “future ex” spouses, but also some bureaucratic difficulties, which include the issue of paying the state fee for divorce marriage. So that this issue no longer bothers visitors to our site, we have summarized our knowledge on this topic in this material.
First of all, the procedure for paying the state fee depends on who will make the decision on divorce - the registrar at the registry office or the court.
How to pay
You, as a decent and intelligent person, decided to prepare everything for the wedding in a timely manner. There is one point in preparation that most couples forget about. The question concerns payment of the state fee for registering a marriage. Without it, the registry office employees will not accept the application.
Until payment is made, the application will not be accepted. Therefore, you should not delay this procedure.
Remember that after payment, the state duty is valid for another 3 years. As soon as you give the receipt with payment and application to the registry office employee, you will be given a wedding date.
Now the state duty is 350 rubles as a general rule, but if you pay through government services, the amount will decrease to 245 rubles.
Example 1: Alexey and Marina decided to register their marriage, but first they need to pay a fee. This can be done at any bank. Any of the newlyweds, either Marina or Alexey, can pay.
If you change your mind about getting married, you won’t be able to get your money back. So think carefully about your decision before going to the bank.
We advise you to make payment on the day you plan to submit your application in order to make the payment using the current details.
If you first heard at the registry office about the need for payment, be sure to ask the employees for a receipt for payment. As a rule, next to all civil registry offices there are now bank branches where you can make payments.

How long is a receipt valid?
The paid receipt is valid until redemption , provided that the organization’s details remain unchanged. If the citizen whose full name is indicated on the check has changed the data, the receipt may not be accepted when registering the marriage.
An increase in the amount of state duty is not a basis for refusing to accept a previously paid receipt. A citizen has the right to present a document for the previously paid amount and a receipt for additional payment of the missing difference.
State duty for marriage is a mandatory condition for all citizens , except for preferential categories. Its size is fixed, established at the legislative level. Newlyweds have the right to choose how and where to pay for the service, and whether it will include a ceremony.

Requisites
Details will vary depending on your city of residence. It is the correctness of these figures that will determine whether this money will go to the right department.
If you fill out something incorrectly, the registry office staff may not accept your receipt. Here is the KBK (budget classification code) you need, by which you can make a payment - 31810805000010001110
You can tell it to the bank employee. You may have a question regarding filling out the details. Don’t worry about this, a bank employee will fill them out.
After you come to the savings bank, find a female consultant who meets clients, sometimes she stands near the terminal. She will definitely give you the details within a minute. This way you don't have to wait in line at the cash register.
If there are concerns that the bank does not know the necessary information, then ask for it at the registry office before submitting the application.
You can also go to the website of the desired registry office at home and see the information that you will need. Remember that each branch has different details.
Example 2: Tatyana and Andrey want to register their marriage in June, but they paid the receipt in Moscow when they went on vacation. As a result, the registry office in their city refused to accept a receipt with incorrect details. They had to pay again with the necessary details. And now they will return the money from the first receipt through the court.

Payment details
The details are directly related to the region in which you live and, accordingly, how correctly they were entered directly determines where the money will go. After all, a civil registry office employee will not be able to accept an application for further registration of your marriage if something is done incorrectly.
It is best to contact a consultant at bank branches; he will help you fill out everything correctly. The main thing to remember is that you will need a passport or its data for such a procedure.
Do not forget to take a receipt, because this is confirmation of the paid state duty.
These days, Internet services are developing more and more rapidly, the state website Zags.nalog.ru has appeared, where it is possible to generate the necessary receipt online and download it , and a QR code with all the necessary details will be generated on it for further payment. Instructions:
- Select your region.
- Find the required service.
- The amount will be adjusted automatically.
- Next, enter information about the payer: full name, residential address and passport details.
- Click “Generate”, after which the finished document will be saved on your device.
Details can be obtained by coming in person to a government agency, as well as online on the official website of the selected registry office for registration or on “State Services”.
State duty amount
The state fee will be 350 rubles, a very modest amount in comparison with all the expenses that will affect you. This requirement is specified in Art. 333 of the tax code. Moreover, any person from the couple can pay.
Some newlyweds think that both should pay - this is not true.
For this amount, they will accept your application, enter information about registering your marriage, and affix a stamp. And in a few days they will issue a marriage certificate.
Please note that when submitting an application through the government services website, a 30% discount is given. In this case, 245 rubles are paid.
Name of the fee | Regular fee | Amount of duty when paying for government services |
Registration of marriage and issuance of a certificate | 350 rubles | 245 rubles |
Example 3: Oleg and Natalya are students and therefore count money while preparing for the wedding. That is why they registered with government services, submitted an application there and immediately paid the fee from their card. As a result, we saved more than 100 rubles and did not waste time queuing at the bank.
In addition to registration, the registry office offers a gala wedding with a waltz and champagne. As you understand, you will have to pay more money for this. Usually the amount is 3000-5000 rubles. There is also on-site registration in nature, the cost will be 25,000-100,000 rubles.
On some websites they write that both spouses pay the state duty in the amount of 700 rubles. As we wrote above, this information does not comply with the law. If you accidentally paid more than necessary, then return some of the money back.
To do this, write a statement addressed to the head of the registry office, demanding the return of the surplus. Attach a copy of the receipt to your application. The request will be reviewed and the excess amount will be returned within a month.
If you divorce, then the state fee will be 650 rubles. This amount is paid by each spouse. Although more and more often deputies are saying that they will increase the amount several times in order to reduce the number of divorces.
And sometimes you need a certificate that confirms that you got married, for example, when receiving an inheritance or to draw up documents for property. Now you need to pay 200 rubles to obtain such a certificate.
State duty: definition of the concept
In accordance with the Family Code of the Russian Federation, official registration of marriage is possible only at the registry office. Being a government agency, this authority does not have the right to directly charge funds for the provision of services.
However, registering a marriage is a legally significant action, accompanied by the entry of data into official documentation and the creation of special documents confirming the new status of the spouses.
Peculiarities! In accordance with the second paragraph of article number 333.17 of the Tax Code, persons applying for actions that are legally significant are required to pay a state fee.
The previous article of this code (333.17) defines the concept of “State duty”. In accordance with it, a state duty is a monetary fee that is levied on a person applying to a government agency to perform a legally significant action. In the case of the registry office - registration of relations.
Where to pay
Below are 4 convenient options for paying the fee:
- Through the registry office - a common option, when payment is made at the branch where the application is submitted. As a rule, at the entrance there will be a Sberbank terminal where you pay the required amount. You don’t have to enter your details; the terminal will automatically fill in the required data. After payment, a receipt is printed, which you need to save. This is what is shown when submitting an application.
- At a Sberbank branch - check the nearest office in advance. Sberbank has an electronic queue, so the process will take no more than 30 minutes. You will only need to hand over your passport and money. Employees will find the necessary details themselves and fill out the information. You don’t have to take the form with you; it will be issued at the department. At the end, you will receive a receipt and check, which are attached to the application for marriage registration.
- Internet banking is a good option if you regularly pay for services online and figure out where and what data to enter. Just remember that the bank charges a commission of 1-2 percent for its services. Keep your mobile phone handy and a confirmation code will be sent to it.
- Through government services is the best option in the opinion of our editors. You don’t have to leave your home, all details are filled in automatically. You can pay by credit card, from a mobile phone account or using an electronic wallet. In addition, a 30% discount is provided.

Through government services
If you fill out an application on the government services website, you will have to pay 245 rubles. The 30% discount is valid throughout 2022.
After filling out the information in the application, go to the payment tab, which is located at the top.
Below you will be offered 3 options for payment, choose any:
- Bank card;
- Mobile payment;
- Online wallet
Payment by card is the most convenient option. A window will appear in which you fill in the details of a bank card issued in your name. The main thing is that it has at least 245 rubles. After filling out the information, click next.
In the second method, use your mobile phone to make the payment. Click on the picture of the desired operator and you will be taken to a new window.
Here enter the phone number from which the state fee will be paid. After filling out, click the pay button.
The third option involves working with an electronic wallet. There will be no instructions for it, since here you just need to click one button and you will be taken to the webmoney website.
Payment through bank terminal and ATM
It is much more convenient to pay the fee through the terminal. Moreover, you can pay any receipts here, including fees for marriage or divorce.
In the last few years, terminals have begun to appear in Sberbank branches where you can pay any state duty.
Follow the instructions on the screen and remember that the terminal does not give out change; you can transfer the remaining funds to your mobile phone account. Therefore, it is worth preparing an amount of up to 500 rubles.
If you have any problems, be sure to ask the consultant for help with payment, and within 60 seconds you will have a payment receipt in your hands. Be sure to save it to provide to the registry office staff.
Double-check everything carefully to make sure there are no errors. If you make a mistake in even one digit, the receipt will not be valid. Then you will have to write an application for a refund of the amount paid. Banks charge a commission of 20-50 rubles for conducting a transaction.
But if you come after 7 pm, most likely there will be no more workers and you will have to do everything yourself. Here's a quick guide:
- Go to a free ATM or terminal and find the item - services. Click on it and select the TIN search section. Now you need to enter in this field the details that were given to you at the registry office. Numbers must be entered on the keyboard or you can press buttons directly on the screen.
- If the TIN is entered correctly, you will see the name of your registry office, click on it.
- Now a window will appear in front of you in which you need to enter the remaining details in each field. In modern terminals, you can simply touch the barcode of your receipt to the red glowing stripe. If your data has been successfully read, click the “next” button.
- At the last stage, you need to indicate your last name and initials, as well as indicate the amount of the state duty.
- Now you can deposit money into a special window. The terminal will count them and issue a receipt for payment.
- Be sure to keep this receipt, it will serve as confirmation of your payment.
Payment via bank online
It will be most convenient to carry out this procedure using the Sberbank Online system. The main advantages are:
- No queues
- 24/7 work;
- Ease of use;
- No commissions.
To carry out transactions, you need to be a client of the Sberbank Online website. You can register by calling 8 (800) 555-55-50 and following the operator’s instructions.
Step 1: First, go to the Sberbank website.
Step 2: Then enter your username and password. After this, you will receive an SMS with a code that you must enter. After entering, click the green “Confirm” button.
Step 3: At the bottom, select “Payment: traffic police, taxes, duties, budget payments”. In the TIN field, enter the recipient's TIN. This data is issued at the registry office or on the website of the registry office of your city. For example, in Moscow the recipient will be “Zags (Moscow)”. Here is his TIN: 7733664260. After entering, click the green “Find” button. The necessary organizations will open before you
Step 4: Next, select the recipient. In our case, this is the Civil Registry Office (Moscow)
Step 5: Then we select the card with which we will pay, as well as the service - in our case it is marriage registration.
Step 6: After this, a window will appear where you will need to double-check all the details. At the very bottom there will be a menu in which you need to select a document. In our case it will be a passport. And don’t forget to click on the “Continue” button
Step 7: On the next tab you are asked to enter your address, full name and passport details. We enter all the information in order.
Step 8: After we clicked continue, you need to enter the amount for registering the marriage. Now it is 350 rubles. But it can change any day. It’s better to call the registry office and check this information.
Step 9: After entering the amount, you will be asked to double-check all the information. After this, you will receive a secret password via SMS and enter it in the field. This completes the registration of the state duty receipt. The whole procedure will take less than a minute. Today this is the fastest and most convenient way to pay.
In the same way, you can apply for any other state duty or pay a fine. Just don't forget to print it later. Internet banking will charge a commission of 30 rubles.
Sometimes there is talk that the state fee must be paid on the day the application is submitted, otherwise it will be invalid. Of course, this is not true, the receipt will be valid for 3 years from the date of payment. That is, you can make a payment and submit an application in a month or even a year. The same rules apply to those who are planning to file for divorce.
Through the Internet
Payment can be made in another convenient way, using the Internet through Yandex wallet. First you need to register in this service and top up your wallet in a convenient way. Next, go to the Receipts tab and enter the organization’s TIN. For example, let’s enter 7733664260, this is the TIN of the Ministry of Justice, it is given in the registry offices of Moscow.
At this stage, enter information about the payee.
After clicking continue, you will be taken to a section where you need to enter your first and last name. The purpose of the payment and the amount of the fee are also indicated here.
Payment via Sberbank terminal
At almost every step you can find stationary payment terminals of Sberbank, through which payments for the services of the registry office are also carried out. To do this you need to follow these simple steps:
- search for a working terminal;
- in the main menu you should find the item “Public services”, after which you need to select the civil registry office;
- Next, you should display the reason for transferring funds through the Sberbank terminal to the registry office, namely, “Registration of marriage”;
- the window that opens displays the details that were issued by employees of the registration authorities (you need to be careful, since once the transfer is confirmed it will not be possible to cancel the payment);
- choosing a payment method (you can deposit money into your account either by debiting from a bank card or in cash);
- verification of details and confirmation of appointment;
- entering finances and printing a paper receipt.
Sample and form of receipt
In the details of this receipt you need to fill in the following fields: - OKTMO code - Payer information - Payer registration address - Amount of state duty - Date of payment
In the image below you can see in detail how to fill out the form and what it should look like.
If you don’t want to make payments on the last day, download the forms, print them out and fill out all the details at home. You can visit the website of the registry office to which you will submit your application. Remember that the bride or groom can fill out the information; only one of the future spouses pays the state fee.
Public services
You can also pay using the federal online service State Services.
But access to the portal options is available only to those persons who have gone through a complex registration process and received an individual access code to their mailing address. After registering authorization on the site, you need to go to the main menu, where you select the “Payment for services” item. The next step is the choice of the body that is the recipient of the money, that is, the registry office. In the “Purpose of payment” column, be sure to indicate that the funds are received for marriage. The next menu requires displaying personal information. Typically, the fields about the payer are filled in automatically, but given that the payer and the spouse are not always the same person, you can make changes to these paragraphs regarding the civil passport.
Should one or both spouses pay?
In the Tax Code of the Russian Federation, Article 333.26 states that the fee must be paid for the entire event, that is, for the wedding itself and for receiving a completed marriage certificate. Moreover, this article does not say that the bride and groom must pay.
From this we can conclude that only one of the newlyweds must pay. So you can be 100% sure that only one receipt is needed.
If the registry office forces you to bring 2 receipts, then write a written complaint addressed to the head of the central registry office of your city, and also take the complaint to the prosecutor's office so that they can investigate.
But, for example, for the dissolution of a marriage, a fee is already taken from each of the spouses, this is stated in the same article, in subparagraph 1.
If one or both spouses are participants, disabled people or WWII veterans, then marriage registration will be free for them. Heroes of the Soviet Union, full holders of the Order of Glory and heroes of the Russian Federation are also exempt from payment. All these benefits are prescribed in the Tax Code of the Russian Federation, in Article 333.35. To use this, you just need to provide your ID.
Do I need to pay a fee for registering a union at the registry office?
The specifics of registering a marriage – a civil status act – are regulated by the Federal Law of November 15, 1997 No. 143-FZ (as amended on December 27, 2018) “On Civil Status Acts.” By law, when registering a marriage, citizens are required to pay a fee to the state. The mandatory contribution is associated with any legal acts that are carried out in the registry office (you will find out where else besides the registry office you can register a marriage here).
A financial obligation in the form of payment is imposed on the event registered in the registry office. Therefore, payment of the state duty is charged to one of the participants in the process. Confirmation of contributions is a payment receipt. The civil registry office does not accept an electronic document: a printed version of payment of the state fee is required.
Preferential categories of citizens
Who does not pay the mandatory fee when applying to the registry office:
- Heroes of the USSR and Russia.
- Full Knights of the Order of Glory.
- Veterans and disabled people of the Second World War.
- Former concentration camp prisoners and WWII prisoners of war.
To receive services on preferential terms, these categories of citizens provide, in addition to a Russian passport, a certificate of the established form.
Information about those who are exempt from paying state duty upon marriage is indicated in Article 333.39 of the Tax Code of the Russian Federation. According to the law, payment is not charged to individuals who receive a corrected marriage certificate in which an error was made through the fault of a registry office employee.
Receipt validity period
People often ask how long the receipt is valid and whether it can be used, for example, in a year. Everyone’s situations are different, some have changed their minds about getting married, and some don’t have money for a wedding.
We hasten to please you, according to our legislation, you can use your receipt at any time for the rest of your life; it has no time limits.
In addition, if you change your mind about getting married to someone, no one forbids you to use the same receipt at a wedding with another person.
Just remember that the amount is constantly growing, if 2 years ago they took 200 rubles for registering a marriage, now the amount is 350 rubles. And there are no guarantees that in a year the amount will not increase to 500-1000 rubles.
What documents need to be submitted to the registry office along with the application?
Submitting some documents to the registry office is as important a component of the procedure that registration implies, as is submitting an application. Perhaps even more important, since it is on the basis of these documents that a marriage certificate is formed, which is the official confirmation of a registered marriage. To get married, you must bring the following papers to the registry office:
- application (concluded by each member of the couple separately or can be submitted jointly);
- passports of the spouses, confirming the identity of the people applying for marriage;
- receipts that the future spouses paid the state duty;
- if one of the spouses was previously married, you must provide a divorce certificate;
- if the first spouse has died, you must bring a certificate of his death;
- If someone in a couple is under 18 years old, they must submit to the registry office permission from local authorities that they are fully capable.
When foreigners get married on the territory of the Russian Federation, they must obtain permission for the action in question. You need to obtain this document from the competent authority of your country. And after the filing is completed and the marriage has entered into force, the spouses will have to replace several documents. But only if the last name has changed. A passport (Russian and foreign), a compulsory medical insurance policy, a military ID, SNILS and Taxpayer Identification Number, a work record book and even documents for a car are subject to replacement.
Is it possible to return the state fee?
Clause 4 of Article 333.40 of the Tax Code of the Russian Federation clearly states that it is impossible to return money for the state fee for registering a marriage. But there are situations when you paid more than necessary, for example, 500 rubles instead of 350 rubles. And now you can try to return these overpaid 150 rubles. Just remember that you only have 3 years from the date of payment to do this.
To do this, you will have to draw up an application to the department of the Ministry of Justice of your region, demanding the return of part of the amount. Don't forget to include a copy of your receipt with your application. But this application may take 12 months to be considered, so be patient.
Below you can see a sample of such an application or download the form and fill it out yourself.
State fee when applying for marriage registration: 350 rubles
Article 333.26 clause 1 of the Tax Code of the Russian Federation.
The fee can be paid by: any of the future spouses
Article 333.26 of the Tax Code of the Russian Federation.
Price
Currently, the state fee for a wedding ceremony is set at 350 rubles. This need is spelled out in one of the articles of the tax code.
According to the rules, future spouses are required to pay this modest amount for the official registration of their family relations in the registry office. In exchange for it, you will receive papers and an application, enter registration data and apply stamps. Well, on the appointed date, a marriage certificate was issued.
Advice! You can pay with a 30 percent discount on the State Services website, where the price of such a service will be only 245 rubles.
Either a guy or a girl can make a payment. Most people are mistaken in thinking that the cost of the state duty for each person is actually for two lovers, that is, for one marriage certificate.
If we are talking about divorce, then each spouse is required to pay for this separately - 650 rubles, because two documents on the dissolution of the union will be issued, one for each.
Many registry offices in our country offer various additional services. services - photographers, champagne, on-site registrations, etc. But it is worth considering that these additions are calculated separately. You also need to know that no matter what ceremony you choose - a luxurious ceremony with guests or a modest painting for two, the size of the state duty does not change.
A special feature of this payment is the fact that the paid state fee has an unlimited validity period, unless, of course, its amount changes after some time.
If suddenly one of the lovers changes his mind about getting married, then the second one can use the check and get married to someone else. But only if the duty was in his name.
Taxes already paid will not be refunded . But if you mistakenly paid more than necessary, you can return the rest by submitting an application to the department of the Ministry of Justice at your place of residence. Note that you want to return the remaining amount, write it down, plus attach a receipt, which shows that you paid more than expected.
Your request may take quite a long time to be considered. It is also worth knowing that only those who have not yet passed three years from the date of payment of tax .
Not everyone in the Russian Federation pays for registration; for some categories of citizens this procedure is free, that is, without paying a state fee, for example, for:
- who became holders of the Order of Glory;
- participating in the Second World War;
- awarded the title of Hero of the USSR;
- having disabilities of any group;
- received a veteran's certificate;
- Heroes of Russia.
To receive the benefit, you must provide the appropriate document.
Remember the main thing:
- The fee is 350 rubles. Any of the newlyweds can pay through a bank or terminal.
- If you pay through government services, the amount will drop to 245 rubles.
- The paid receipt is valid indefinitely, you can use it even after 2-3 years.
- The most convenient way to pay is through your bank’s personal account.
- The details will be entered automatically if you pay through an ATM at a bank branch.
- If you do not know the details, find them on the website of the registry office of your city or check by phone.
Sample application for marriage registration
Basic information
Civil registry office employees will refuse to register a marriage or dissolve it, as well as perform other legal actions without confirming the fact that the applicants have paid the state fee. Such fees are used to pay for the labor of civil registry office employees, state-issued forms for issuing a marital certificate, as well as to pay for the procedure for registering a union.
The state fee for concluding a marital union in 2022 is 350 rubles, when paying through the State Services portal - 245 rubles. The fee is paid before submitting the application to the Civil Registry Office. Only one of the future spouses pays for it.
This is how it differs from the state duty for dissolution of a marital union: its amount in this case will be 650 rubles , and both spouses pay it.
Some categories of citizens have benefits for paying state fees. Heroes of the USSR and the Russian Federation, disabled people and participants of the Second World War can apply for a duty of 175 rubles . If one of the spouses has a disability of 1 or 2 groups, then there is no need to pay the state fee. You will need to have documents with you that confirm the existence of grounds for this.
The state fee applies only to the registration process. If the future spouses plan to hold a special event with additional services of the registry office - with photo and video shooting, champagne, snacks, etc. - you will need to discuss all these issues with the employees in advance, since such services are paid separately.
Residents of the capital, if they wish to organize an outdoor ceremony on the territory of a cultural and historical site in Moscow, must contact an authorized institution and draw up an agreement for the provision of services. The amount of expenses in this case will be even greater.
Additional features and nuances
If a person made a payment using incorrect details, then there are 2 ways to return the amount:
- at the bank - you will need to submit an application to invalidate the transfer;
- at the registry office.
Refunds through the bank are allowed within the first 4 business days from the date of payment. The person attaches a passport, check and card to the application for cancellation of the transaction. The application is drawn up in free form. Bank employees will check the data and return the funds to the applicant within the specified period.
If the couple did not make it within 4 days, they will need to contact the registry office at their residential address. The procedure is similar: draw up an application in free form, attach a check, a photocopy of your passport and other documents that are relevant to the case.
If the details were correct, but the spouses changed their minds about getting a divorce, then they no longer have the right to claim a refund.
If the registry office employees, through their own fault, spoil the form of the Marriage Registration Certificate, a new document will be issued to the spouses free of charge.
