What do newlyweds pay for?

Anyone who has visited the Wedding Palace knows that registration is preceded by the submission of an application. You must pay a state fee for processing documents.

The payment is mandatory for everyone, and its amount is established by the Tax Code of the Russian Federation.

State duty refers to the payment of an individual or legal entity for any service provided by a government agency, in particular, the Civil Registry Office.

In January 2015, amendments were made to the Tax Code regarding the amount of state duty for a wedding ceremony. The tariff increased to 350 rubles (from 200 rubles). The bride and groom pay separately, each for themselves, for a total of 700 rubles for each newlywed couple. This amount includes the issued marriage certificate and registration service. In 2022, the cost of registering a marriage remains the same.

Cost of registration actions at the registry office

Art. 333.26 of the Tax Code of the Russian Federation establishes the cost of registration actions:

  • issuance of archival certificates – 200 rubles;
  • registration of paternity – 350 rubles;
  • marriage registration – 350 rubles (the fee is paid by one of the future spouses);
  • divorce – 650 rubles (the fee is paid by both spouses);
  • name change – 1600 rubles.

So, in order to submit an application to the registry office, one of the spouses must pay 350 rubles . The receipt is attached to the application and other documents.

Attention! Regardless of the wedding procedure - a formal event or a regular marriage registration against signature - the cost of the state fee remains the same. Civil registry office employees have no right to demand increased payment for ceremonial registration.

Ceremonial registration

Some registry offices have a ritual service attached to them to provide holiday services.

This may be a public utility or a private enterprise that is not a government agency. They set prices for their services themselves; the registry office employees have nothing to do with this process.

The price depends on the event itself. Marriages are usually carried out in two styles:

  • Regular registration is for a recording of the Mendelssohn march in the presence of guests (takes a maximum of 20 minutes). The average cost is 500-2000 rubles.
  • European registration is a formal ceremony in the hall or outside with musical accompaniment, a tray of rings and glasses, congratulatory speeches, meeting and seating of guests, entrance of the father and bride, and the services of an organizer (lasts a maximum of an hour). The average cost is 1300-2500 rubles (on-site registration from 3000 rubles).

The cost is also affected by the day chosen by the newlyweds; registration on a weekend or holiday is more expensive.

In some registry offices, the cost of ceremonial registration includes the cost of champagne and the services of a photographer.

The couple has the right to refuse them. If the photographer chosen by the newlyweds is not allowed into the registration hall, this is illegal. In this case, a complaint is filed with the local branch of Rospotrebnadzor. The only place where a photographer is not allowed to enter during registration is the office of the civil registry office employees, where documents are filled out.

What determines the cost of a lawyer?

1. Presence of children and property (and its size)

Lawyers say family law is like Lego. It consists of different details, and these details are various legal relationships between people.

Firstly, if spouses bought something together during marriage, property relations arise between them. If, during a divorce, spouses decide to divide jointly acquired property, then there are certain rules by which they can do this, says Anna Agranovich, lawyer at the Moscow Bar Association.

“If the spouses borrowed some money (no matter where: in a bank, from a friend or relative), then debt obligations also arise,” says Anna Agranovich. “That is, not only the family’s property is common, but also debts.”

In addition, a couple could become parents during marriage. As soon as a baby is born, parents have the obligation to take care of him, raise him, and be responsible for his health, upbringing and education. In the event of a divorce, alimony relations arise between them. “Alimony cases are resolved quite quickly, but when the spouses begin to determine the child’s place of residence in court, the resolution of the dispute may drag on,” says Yulia Galueva, deputy general director for legal issues at NUS Amulex.

Thus, the cost of a divorce will depend on whether the divorcees have children, jointly acquired property, and whether the process is complicated by additional factors.

2. Experience, knowledge, promotion and self-esteem of a lawyer

Lawyers are classified as self-employed. “They don’t have a boss, an employer. They provide themselves with work, and if necessary and possible, they hire assistants, secretaries, accountants and pay for their work,” says Anna Agranovich. — Therefore, each lawyer, in principle, determines the cost of his services himself. A specialist who just finished his internship yesterday is worth money alone. A lawyer who has 20–30 years of experience is a completely different class and a different price tag.”

Yulia Galueva from NUS Amulex agrees that the cost is also determined by the name of the lawyer and his importance in the legal world. “Young professionals who have not built up a clientele tend to charge a lower price for their services,” says the expert. “Experienced lawyers with a staff of assistants and trainees, a large number of clients, of course, charge substantial fees.”

3. Region of residence

Capital prices, of course, are higher than in the regions. The cost can vary by a few percent or several times.

State duty for beneficiaries

The following citizens are exempt from paying state duty (according to the Tax Code of the Russian Federation):

  • the poor;
  • WWII veterans;
  • heroes of the Russian Federation and the USSR, as well as holders of the Order of Glory.

To confirm your status, you must provide documents to the registry office employees.

Poor people are considered to be citizens who have an income below the established subsistence level in their region of residence.

The indicator is calculated based on the total income for each family member, including all social payments (pensions, benefits, alimony, etc.). The corresponding certificate can be obtained from the social security authority where the citizen is registered. He must also be registered with Home Improvement.

Only on the basis of the submitted certificate can one obtain an “exemption” from paying state duty.

How to fill out an application to register a marriage union

You can receive the corresponding form in two ways - from the hands of a civil registry office employee or on the web portal of this institution. It is also possible to fill it out at home, based on a sample.

When filling out the form yourself, the date is not entered - this is done exclusively in the presence of a registry office employee.

If any of the newlyweds cannot visit the registry office and submit an application in person, then each of them will need to fill out a separate form in advance. The signature of the absent person must be certified by an employee of the notary agency, and the second person will submit both applications himself. Typically, newlyweds face a similar situation, one of whom has foreign citizenship or lives in another country.

It is also possible to submit an application remotely. All you need to do is register and submit an application for the date chosen by the newlyweds.

At the time of submitting the application, the couple immediately pays the state fee, since without a receipt confirming the fact of payment, the registry office employee will not carry out any further actions.


In this case, young people will be able to sign at least after 1 calendar month. During this time, the newlyweds will think about their decision and, if they want to pick up the application, then they do not need to come to the registry office at the appointed time. However, the money paid for the state fee will not be returned to them.

Regional features

The state fee is the same for everyone - 350 rubles for each person getting married. In this case, place of residence does not matter. From Kaliningrad to Vladivostok, newlyweds pay the amount established by law - no more and no less. The capital cities, Moscow and St. Petersburg, do not stand out in this sense either.

How much does it cost to register a marriage?

In this case, the amount of financial costs depends on how many services the newlyweds order, in addition to inviting a registry office employee to the chosen place.

So, in Moscow, when ordering a full package of services (recorder, table, arch, carpet, string quartet, host, tent, pneumatic fireworks) it will cost the couple a minimum of 60 thousand rubles. In addition, there are additional services - inviting violinists, harpists, saxophonists, and child angels.

But if we limit ourselves only to the services of a registrar and the presence of an arch with a decorated table, then the newlyweds can get by with 10,000 rubles. All this must be discussed in advance with the chosen company that organizes turnkey wedding ceremonies.

Thus, to enter into a marital union, you will need to pay a state fee in the amount of 350 rubles and attach a receipt to the general package of documents. Without the paid fee, the registry office staff will refuse to accept the application.

Is the state fee paid by one or both spouses? One of the spouses must make the transfer. If the couple changes their mind about registering the marriage or makes a mistake with the details, the fee can be returned.

Validity period of the payment document

If you have a document confirming payment of the duty, you can use it for 1 year. Some lawyers believe that the validity of the paid fee is valid for 3 years. It is important to remember that the details of the judicial authority or the amount of the state duty may change during this time.

How to pay the state fee?

The choice of payment option depends on the preferences of citizens. It does not affect the speed or nature of the service. Verified payment methods :

  • In the bank.
  • Through the state portal.
  • In the Internet bank “Sberbank Online”.

Through "State Services"

To pay the state fee, each applicant must register on the portal and confirm their accounts. Before payment, one of the citizens - the initiator - submits an application on the website .

It is impossible to pay the state fee on the portal without submitting an application: a receipt is sent after filling out the data by each participant in the process. Submitting an application is available in the “State registration of marriage” section.

The applicant fills in information about himself, indicates:

  • Personal information (full name, telephone number, email address, date of birth and SNILS).
  • Passport details (series and number, when and by whom it was issued, unit code, place of birth).
  • Location.
  • Civil registry office. You can choose based on your registration, residential address, or based on the citizen’s preferences.
  • Date of the event.
  • Information about marital status.
  • Married surname.

Next, you need to fill out an invitation application. It indicates SNILS, date of birth and e-mail of the other participant in the marriage process.

Having received an invitation by mail, the second applicant must follow the link and complete filling out information about himself. After this, the initiator receives an electronic receipt from the registry office. Citizens are given 24 hours to fill out the data: that is how long the reservation at the marriage registration authorities is valid.

To pay at a discount on “State Services”, a citizen must follow the link and select the transfer method:

  1. From a mobile account.
  2. From a bank card.
  3. From an electronic wallet (“Yandex.Money”, WebMoney or “ELPLAT”).

Payment is confirmed by a code from SMS . It is sent to the number linked to the state portal. After payment, it is recommended to print out the electronic receipt in order to submit it to the registry office to confirm the transaction.

Via bank

When paying at a bank, one of the future spouses must have with them the details issued by the registry office or printed on the website of the government agency. Without details, bank employees will not be able to make a payment. What should the details for paying the state duty include:

  1. Name of the organ.
  2. Account number.
  3. TIN.
  4. BIC.
  5. Correspondent account.
  6. Checkpoint.
  7. OKTMO.
  8. KBK.

It is not necessary to fill out a receipt or payment order: the client provides a civil passport and names the transfer amount. Banks do not charge a commission for paying state fees to the account of municipal organizations.

Through Sberbank Online

Instructions for paying a receipt through Sberbank Online:

  1. Login.
  2. Go to the “Transfers and Payments” page.
  3. Selecting a payment region. The payment region is established at the location of the territorial municipal department.
  4. In the line “Search for an organization” – enter the word “Registrar Office” or the TIN of the authority.
  5. Verification of details. At this stage, the current account, KBK and OKTMO of the organization are checked with the data from the payment order, and the region is checked.
  6. Selecting a payment account: from which card the amount will be debited. At this stage, the type of state duty is indicated: for marriage (from the list of services).
  7. Filling out personal data: full name, passport series and number, address, citizenship.
  8. Information verification. The amount is automatically set at 350 rubles.
  9. Confirmation of payment via SMS from number 900.

The status “Completed” means that the operation has completed. To review and print the document, the client should go to “Transaction History”. There is no commission for payment.

Latest changes in legislation

  1. From the beginning of 2022, citizens of the Russian Federation will have to inform the civil registry office about the registration of a marriage union and other types of civil registration, if this occurs abroad. The corresponding notification can be sent by mail or on the government services web portal. You can also deliver it personally to the consulate or registry office.
  2. Since the fall of 2022, citizens of the Russian Federation have the opportunity to submit an application to the registry office 12 months before the actual registration of marriage. This is relevant for young people who attach more importance to their favorite dates, magical and significant numbers, which will allow them to register their marriage when it is necessary for them.
  3. On the government services website, you can not only submit an application for marriage registration, but also decide on the option for it to be carried out - in a formal setting or in a regular one.

This system records all important acts - the birth of a person, marriage registration, divorce proceedings, death. Applicants have the opportunity to issue repeated certificates and certificates regardless of their current address or place of residence.
