Can a marriage be denied, and what should be done in this case?

Filling out an application for marriage registration

The application will be accepted if the couple meets the following requirements:
- the bride and groom agree to get married and take this step voluntarily, without coercion;

One or both spouses must pay
Only one of the future spouses must pay the state fee. The applications that each of them fills out are for one service, so there should be only one monetary contribution.
When do you need to have your application certified by a notary and how much does it cost?
To enter into a marriage, the application does not need to be certified by a notary. Both future spouses must have passports without a stamp indicating an undivorced marriage and a submitted and confirmed application to the registry office.
The services of a notary will be needed if one of the spouses is a foreigner. All necessary documents must be translated into Russian and notarized. The price depends on the specific office, number of pages and urgency.
Is it possible to refund the paid duty?
You can return the money if the provision of the service is suspended, that is, the marriage does not take place, or due to other circumstances. The latter include invalid details or passport data. If the new civil status has already been recorded, then the state duty will not be reimbursed.
A full or partial refund is possible within 30 days (excluding weekends) after confirmation of the request. The payer must write a statement and attach the original receipt or check.
What to do if the receipt is lost
